Under the direction of the First Deputy Head of Verkhovna Rada of Ukraine, Iryna Gerashchenko, and by the initiative of the Head of Subcommittee on regional and cross-border cooperation between Ukraine and the EU Parliament, Committee of Verkhovna Rada of Ukraine on European Integration, Oksana Yurinets the parliamentary hearings on the topic "Cross-border cooperation as the factor of European integration processes in Ukraine" were held.
The position of the government was represented by the Vice Prime Minister for European and Euro-Atlantic integration of Ukraine Ivanna Klympush-Tsyntsadze, Deputy Minister of Energy and Coal Industry of Ukraine Oleksandr Svitelyk and First Deputy Minister of Regional Development, Construction and Housing and Communal Services of Ukraine Viacheslav Nehoda.
MPs, government officials, diplomats, representatives of local governments and Euroregions of Ukraine also took part in this event.
Vinnytsia region was represented by the Head of Vinnytsia Regional Council Anatolii Oliinyk, the Head of Euroregion "Dniester" Sergii Tatusiak, the Head of International Cooperation Department of Vinnytsia Regional State Administration Olena Lipach, Deputy Director of the Coordination Center Euregion "Dniester" Vasyl Sosiuk.
The main tasks of the parliamentary hearings were: 1) state audit policy of Ukraine’s cross-border cooperation; 2) the revision of the existing problems in this sphere; 3) the effective plan development for cross-border cooperation. The participants noted the constructive work of the meeting, since the last time the parliamentary hearings on the topic of cross-border policy were conducted in 2007.
The Head of Vinnytsia Regional Council A. Oliinyk stressed the urgency of building a road bridge between Yampil and Cosăuţi.
The Head of the Euroregion "Dniester" Sergii Tatusiak noted that the current activities of the "Dniester", which brings together Vinnytsia region and 7 regions of Moldova, aims at projects implementation concerning the harmonious development of the territories adjacent to the Dniester River.
To intensify the work of all 10 Euroregions of Ukraine, S. Tatusiak proposed the establishment of Euroregional Assembly of Ukraine, which would coordinate the work of these cross-border organizations and would ensure their interaction with government agencies.
- Cross-border organization is a development tool that we use not efficiently enough. I think we have to take the offensive position rather than contemplative. After all, this is not normal, when the EU allocates 18 million Euros for the Eastern Partnership Program, and Ukraine receives only a small part! - noted S. Tatusiak
Also the President of Kharkiv public organization Euroregion "Slobozhanshchyna" Eduard Syromoloto said that the Assembly of European Regions considers the possibility to hold the offsite meeting 2017 in Ukraine, namely - in Vinnytsia.
Totally, more than 30 speakers took part in the parliamentary hearings. Iryna Gerashchenko noted that all the proposals will be included to the recommendations of the Parliament that must make changes to the legislation on cross-border cooperation of Ukraine.
